Convicted Enron CFO to Speak at Anti-Fraud Conference

Self-proclaimed “Chief Loophole Officer” Andrew Fastow to share his story in Singapore More than 250 anti-fraud professionals from around the Asia-Pacific region will gather for the 2015 ACFE Asia-Pacific Fraud Conference at Marina Bay Sands in Singapore, 4-6 November, to listen to leaders in the anti-fraud field, along with an unlikely special guest: a convicted fraudster. Playing a central part in one of the most notorious corporate fraud cases in history, Andrew Fastow, former CFO of Enron Corp., will address the very people trying to catch fraudsters like him. Fastow will explain his role in the energy giant’s collapse, which resulted in a $40 billion lawsuit and the world’s largest bankruptcy at that point. He will give attendees insight into the red flags that were ignored at Enron, and how his life was affected forever after being convicted. Although the city has a long way to go, you can feel the increasing energy and spirit of cooperation that businesses, government and nonprofits have to increase economic growth and create greater opportunity for all. The city has exited bankruptcy, fixed thousands of streetlights, and improved emergency response times and started to reduce blight. Full credit goes to Mayor Mike Duggan, a Democrat, and Gov. Rick Snyder, a Republican. They are trying new ideas and modifying plans as they go along, never pointing fingers or worrying about taking credit. The collaborative approach fosters an environment where individuals and businesses, large and small, have growing confidence to invest and build. China launches first carbon efficient financial index

The Shanghai Stock Exchange and China Securities Index have launched China’s first index of carbon efficient companies. Powered by data from Trucost, the new index aims to identify companies with financial performance that matches or exceeds their peers, but with significantly lower carbon emissions. The SSE 180 Carbon Efficient Index is designed to help financial institutions gain enhanced financial performance that lower exposure to carbon emissions provides. China’s economic development strategy increasingly emphasizes the need for green and low-carbon growth. As a result, Chinese companies are expected to further improve their environmental performance. The new index supports this transition by channelling capital towards better performing, carbon efficient companies. To create the carbon efficient index, Trucost assessed the carbon intensity of all companies in the benchmark SEE 180 Index using its Environmental Register database of environmental performance by more than 5,000 stock exchange listed companies and their supply chains worldwide. While the sector weighting in the carbon efficient index is consistent with that of its benchmark index, within each sector preference is given to lower emitters. Some highly carbon-intensive companies were excluded. Liu Zhong, vice general manager of China Securities Index, said: “In today’s China where green growth is the new norm, green indexes such as the SSE 180 carbon efficient index will provide the market with a great tool for green financial innovation, guiding more capital and more resources towards low carbon and green companies and industries, which will in turn accelerate the green growth economy.”

China – The politics of the market

The recent turmoil on China’s stock markets and the authorities’ attempts to intervene raise questions about the continued appetite for allowing market forces to prevail China’s stock market crash in the recent weeks shows the dangers of investing in a market that is heavily manipulated by the government, lacks transparency and whose fundamentals are unknown. The government machinery and media worked tirelessly to promote bullish behaviour by openly encouraging retail investors to buy more shares. And people did invest as if the bull run would never end. The government campaign resulted in 40m new stock accounts between June 2014 and June 2015 and the Shanghai Composite Index went up by 150% in the same period. When the market crashed, the government tried to manipulate the market again by pumping more than $200bn into stocks to stop the rout, only to see the futility of its efforts. The government is now left red faced. China’s leaders have viewed the rising stock market, erroneously, as a sign of the country’s economic might and a necessary manifestation of their growing global influence. A falling stock market therefore is perceived a sign of political weakness. This explains why the government panicked over the crash and started an extraordinary rescue operation. Short selling was capped. Pension funds were ordered to buy more stocks. Initial public offerings were suspended to limit the supply of shares and the central bank created funds for brokers to buy shares. What will really happen in the next decade?

Earlier this year, the Chinese People’s Congress was told the growth target would be 7% but that “deep-seated problems in the country’s economy are becoming more obvious.” Since then, predicted growth rates have dropped considerably. McKinsey Institute authors Luis Enriquez, Sven Smit and Jonathan Ablett have produced four economic scenarios for the next 10 years, ranging from high to stalled growth, in a paper, Shifting Tides. They explain the three main sets of forces at work and how policy responses will dictate various outcomes. The first set is today’s economic stimulus policies and the shifting energy markets. The next set of forces are more underlying and less immediate – the demographic effects of urbanisation and ageing. Finally, there are technological innovation and global connectivity, both of which are uncertain and variable in their effects. The first set of forces are most obvious in the lack of economic demand despite the stimulation of low interest rates from loose monetary and fiscal policies, as well as low oil prices. The next forces produce longer-term issues, such as rising debt loads, ageing populations, reduced workforces and inadequate or outmoded infrastructure. The third forces of technological innovation and globalisation have resulted in a divergence rather than a convergence of the world’s major economies. Overcoming weak demand The International Monetary Fund estimates that production in the 10 largest advanced economies was 2% below potential in 2014. Many governments and central banks responded with fiscal and monetary stimulus programmes that fostered the low real-interest-rate environments that have endured for over five years. As a result, all increased rather than reduced their overall debt levels – in some cases, by more than 50%.
